When someone says or does something intentionally hurtful and they

do it once...

That is Mean.

When someone or a group have a disagreement and everyone is

upset...

That is Conflict.

When someone says or does something intentionally hurtful and they keep doing it, over a period of time, even when you tell them to stop or show them you are upset...

That is Bullying.
