Treasurer: Jay Phillips

We welcome Jay Phillips as the new Treasurer/CFO of the Fairfield City School District.
Jay has an extensive and diverse background in education. He started his career as a math teacher, coach, and athletic director at the middle school level in the Oak Hills Local School District. While in Oak Hills, he was also an assistant middle school principal and a house principal at the high school.
Jay’s successful leadership roles in Oak Hills shifted in 2013 when he became the director of curriculum, instruction, and assessment for grades K-12 for the Deer Park Community City School District. Two years later, he was promoted to assistant superintendent, and in 2017, Jay became superintendent. In addition to the many responsibilities of being superintendent, he oversaw the district’s annual budget. He also negotiated tax benefits that helped pay for district improvements, demonstrating his ability to manage complex financial situations. His work in this area resulted in resources critical to successful learning outcomes for Deer Park students.
A colleague described Jay this way:
“Under Jay’s guidance, Deer Park Community City Schools has achieved significant milestones, transforming into a model of fiscal responsibility and academic excellence. His strategic vision and decisive actions have not only ensured the well-being of our students but have also empowered our faculty and staff to thrive in their roles.”
We are thankful for the service of Amy Lee as interim treasurer and wish her well in retirement. 
 
Assistant Treasurer: Diana Weeks

We are pleased to welcome Diana Weeks as the new Assistant Treasurer of the Fairfield City School District. 
Diana has experience in financial management and fiscal software, including budgeting, processing financial transactions, and maintaining organization across multiple tasks. 
She comes to us from the SouthWest Ohio Computer Association (SWOCA), where she provided training and support to districts on fiscal management needs. She also managed projects and coordinated training sessions to ensure successful implementation, among many responsibilities. 
Diana is familiar with the Fairfield staff, the treasurer's office, and the community. From 2020-2022, she was a confidential secretary processing support staff payroll in the district. Before that, she was an account clerk in the income tax division for the City of Fairfield and had been an educational assistant in the special services department for the FCSD. 
She has this to say about working again with the district:
"What excites me most about the role at Fairfield is the chance to work with a team that I am already familiar with. I believe my attention to detail, problem-solving skills, and commitment to accuracy will allow me to make a meaningful contribution to the school’s financial operations. Additionally, I value clear communication and collaboration, and I strive to ensure that everyone is on the same page when it comes to financial matters."

Who is the Treasurer, and what does the Treasurer do?
The Treasurer today has the responsibility as the chief financial officer of the school district. This responsibility encompasses the receipt, accounting for and disbursement of all the funds of the school
district as required by applicable laws and in accordance with board regulations
and policies. The Treasurer also serves as secretary to the board of education and as such records and has custody of board meeting minutes, files and certifies certain documents. The statutory duties of the Treasurer are set forth in ORC sections 3313.22 through 3313.32.
 
The role of the Treasurer’s Office in the school district affects all areas of the educational process. The residents of the district depend on the Treasurer’s Office to invest district funds wisely, provide accurate financial information, and ensure that the funds of the district are spent within the confines of the law.
