Who is the Treasurer, and what does the Treasurer do?

The Treasurer today has the responsibility as the chief financial officer of the school district. This responsibility encompasses the receipt, accounting for and disbursement of all the funds of the school district as required by applicable laws and in accordance with board regulations and policies. The Treasurer also serves as secretary to the board of education and as such records and has custody of board meeting minutes, files and certifies certain documents. The statutory duties of the Treasurer are set forth in ORC sections 3313.22 through 3313.32.

The role of the Treasurer’s Office in the school district affects all areas of the educational process. The residents of the district depend on the Treasurer’s Office to invest district funds wisely, provide accurate financial information, and ensure that the funds of the district are spent within the confines of the law.

Jay Phillips
Jay Phillips serves as the Treasurer/CFO of Fairfield City School District, bringing more than 20 years of experience in public education and educational leadership.

Jay began his career in education as a mathematics teacher, coach, and athletic director in the Oak Hills Local School District. During his time at Oak Hills, he also served as an assistant middle school principal and high school house principal before transitioning to district leadership.

In 2013, Jay joined Deer Park Community City School District as Director of Curriculum, Instruction, and Assessment. He was promoted to Assistant Superintendent in 2015 and became Superintendent in 2017. During his tenure as superintendent, he was responsible for overseeing district operations, strategic planning, collective bargaining, and the district's annual budget. He also played a key role in securing tax incentives and financial partnerships that generated significant resources to support facility improvements and educational opportunities for students.

As Treasurer/CFO of Fairfield City School District, Jay is responsible for the district's financial operations, including budgeting, financial forecasting, investments, payroll, purchasing, and long-term fiscal planning. He is committed to responsible stewardship of taxpayer dollars, transparent financial reporting, and ensuring the district remains fiscally strong while supporting outstanding educational opportunities for every student.

Jay believes strong schools are built on trust, transparency, and sound financial management. He is dedicated to providing the Board of Education, staff, and community with clear, accurate financial information that supports informed decision-making and the long-term success of Fairfield City School District.

Diana Weeks
Diana Weeks serves as the Assistant Treasurer for Fairfield City School District, where she plays an integral role in the district's financial operations. She assists with budget development, financial reporting, payroll, purchasing, account management, and compliance with state and federal fiscal requirements while helping ensure the efficient operation of the Treasurer's Office.

Diana brings a strong background in school finance and fiscal management. Prior to joining Fairfield City School District, she worked for the SouthWest Ohio Computer Association (SWOCA), where she provided fiscal software training and support to school districts throughout the region. In that role, she assisted districts with budgeting, financial management, software implementation, and training to help ensure accurate and efficient financial operations.

Diana is also very familiar with the Fairfield City School District and its community. Before becoming Assistant Treasurer, she served as a Confidential Secretary in the Treasurer's Office, processing support staff payroll and assisting with financial operations. Earlier in her career, she worked as an Account Clerk in the Income Tax Division for the City of Fairfield and as an Educational Assistant in Fairfield's Special Services Department.

Her diverse experience in school finance, payroll, and municipal government, combined with her knowledge of the district, makes her a valuable resource to Fairfield City School District as she helps support the district's commitment to sound fiscal stewardship and outstanding service.
